Description:
  The catalogue contains osculating elements of all permanently numbered 
  minor planets as of November 1, 1985.  The elements are given for the
  standard epoch JDE 2447 000.5 = 1987 July 24.0 E.T. except for six planets
  (473, 719, 724, 878 ,1026, 1179) which are considered to be lost.
